Catch A Ride Theft Reduction Apprehension Program

The C.A.R. T.R.A.P. program is a volunteer decal program designed to reduce car thefts in residential areas.

Under this program, the automobile owner signs a consent form certifying that the vehicle can be stopped by a police officer without probable cause between 12:00 (midnight) and 6:00 A.M.. Special decals are then affixed to the interior of the rear windows and bumper to show that the vehicle is registered in the program, and to alert police officers that the car is not normally in use by its owner between the hours indicated. Upon seeing such a vehicle being operated during those early morning hours, a police officer may reasonably suspect that the car is being used without the owner's permission and may legally stop and question the driver.

  • If the vehicle is driven during the stated hours, the owner should realize the vehicle may be stopped and the driver questioned.
  • If the vehicle is lent to another driver during the stated hours, it is the responsibility of the owner to advise the driver of participation in the C.A.R. T.R.A.P. program.
  • In order to withdraw from participation in this program, the decals must be fully removed from the vehicle and notification made to the police department for removal of the filed registration form.
  • Prior to sale or transfer of ownership of the participating vehicle, the decals must be removed and notification made to the police department for removal of the filed registration form.

If your car is stolen...

Call the police immediately at (215) 949-1000 and report the theft. Have the necessary information available - vehicle registration information or vehicle identification number and a comprehensive description of the vehicle. This will enable the police department to enter your vehicle into the National Crime Information Center and Commonwealth Law Enforcement Assistance Network computers. A description of the vehicle will also be broadcast across the Bucks County Police radio system so that other police departments will have the information. It is important to get this information entered as quickly as possible so that the odds of a police officer observing your vehicle and returning it to you will be increased. If you are behind in your car payments check with the bank to see if they repossessed the vehicle.
