ADVERTISEMENT FOR BIDS

Notice is hereby given that sealed proposals, in duplicate, will be received in the office of the manager at the Middletown Township Municipal Building; 3 Municipal Way, Langhorne, PA 19047, until 2:00PM prevailing time, on August 4, 2009 for furnishing all labor, materials and equipment necessary for: the Middletown Township Jefferson Road Drainage Improvements.

The principal items of work to be performed under this project include: the installation of two inlets, ductile iron pipe, and associated road and lawn restorations

Proposals, which must be submitted in duplicate, will be publicly opened and read aloud at the Middletown Township Municipal Building: 3 Municipal Way, Langhorne, PA 19047, at 2:00PM prevailing time, on August 4, 2009. The bid award date shall be announced at the bid opening.

Specifications, Plans and information for bidders may be obtained at the Municipal Center, 3 Municipal Way, Langhorne, PA19047, at the Cashier's Office, Monday to Friday, 9:00 AM to 4:00 PM., at a non-refundable cost of, $50.00plus 6% tax ($53.00).An additional $10.00 for postage must be included if mailing is necessary.Checks shall be made payable to Middletown Township.

All proposals must be sealed and addressed to the Township of Middletown: 3 Municipal Way, Langhorne, PA 19047, and shall be marked "JEFFERSON ROAD DRAINAGE IMPROVEMENTS" on the outside of the envelope. Delivery of all proposals to Middletown Township shall be the sole responsibility of the bidder.Questions regarding the specifications shall be directed to Herbert C. Gery, Township Engineer, (610) 940.1050.

The bids must be made on the forms furnished by the Township of Middletown and the bids must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township of Middletown.All bids must be accompanied by a Surety's Consent. Said surety shall to be licensed to conduct business in the Commonwealth of Pennsylvania.The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor ("Public Works Contractors' Bond Law of 1967," P.L. 869, 8 P.S. ยง 191 et seq) & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, and a Maintenance Bond.

The Bidder's attention is called to the fact that the Pennsylvania Prevailing Wage Act does not apply to this Contract. In addition, it is a specific requirement for this project that any contractor who submits a bid for this project provide PennDOT pre-qualified certification.

The successful bidder shall take affirmative action to ensure that applicants for employment and employees or agents are treated without discrimination based upon race, color, religion, ancestry, national origin, age, sex, or disability.

In accordance with Ordinance #06-05, as a condition of performing work on a public works contract, a general contractor, construction manager or other lead or prime contractor which seeks award of a contract, sha1l submit a Contractor Responsibility Certification at the time it submits its bid or proposal for a contract.

Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however the Township of Middletown reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law.No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof, except in accordance with the terms of PA Act 4 of 1974, latest revision.
