Notice is hereby given that sealed proposals, induplicate, will be received at the Middletown Township Municipal Building, 3 Municipal Way, Langhorne, PA 19047, until 11:00 A.M., prevailing time, on Thursday, September 3, 2009, for the OLD LINCOLN HIGHWAY AND LINCOLN HIGHWAY IMPROVEMENT PROJECT, in Middletown Township, Bucks County, Pennsylvania
Proposals, which must be submitted in duplicate, will be publicly opened and read aloud at the Office of the Township Manager, at the above address, at 11:00 A.M. on Thursday, September 3, 2009.The bid award date shall be announced at the bid opening.A pre-proposal meeting will be held on Wednesday, August 12, 2009 at 10:00 A.M. at the Municipal Building.
Specifications, Plans and information for bidders may be obtained at the Municipal Center, 3 Municipal Way, Langhorne, PA19047, at the Cashier's Office, Monday to Friday, 9:00 a.m. to 4:00 p.m., at a non-refundable cost of, $50.00 plus 6% tax ($53.00).An additional $10.00 for postage must be included if mailing is necessary.Checks shall be made payable to Middletown Township.
All proposals must be sealed and addressed to the Township Manager at the above address and be marked "OLD LINCOLN HIGHWAY AND LINCOLN HIGHWAY IMPROVEMENT PROJECT," on the outside of the envelope.Delivery of all proposals to the Township Office shall be the sole responsibility of the bidder.Questions regarding the specifications shall be directed to Brian R. The bids must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to Middletown Township.All bids must be accompanied by a Surety's Consent.Only bonds from companies licensed to do business in the Commonwealth of Pennsylvania will be accepted and the bond shall so state same.
All bidders are required to establish proof of competency and responsibility, in accordance with PA Code Title 67 Chapter 457 (Regulations Governing Pre-Qualification of Prospective Bidders), Middletown Township Ordinance #06-05 (Establishing a Model Responsible Contractor Policy), and PENNDOT Form 408, Section 102, 2007 Edition to complete roadway construction, drainage, and traffic signal work (Work Class Codes A, C, C1, C3, E, F, H, H2, K, M2, M3, O, P, and Q). In addition, subcontractors must be PENNDOT pre-qualified if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of work. Proof of IMSA certification, Level I, must be established for all personnel who are anticipated to perform electrical work under this contract. The intended field supervisor, to be on-site during the performance of work under this contract, must establish proof of IMSA certification, Level II.In accordance with Township Ordinance #06-05, as a condition of performing work on a public works contract, a general contractor, construction manager, or other lead or prime contractor which seeks award of a contract, shall submit a 'Contractor Responsibility Certification' form with the bid or proposal for a contract.
The Pennsylvania Prevailing Wage Act may apply to this contract; therefore, the successful bidder shall pay no less than the prevailing wage rates as set forth in the contract document, if the value of the contract exceeds $25,000.00.
The successful bidder shall take affirmative action to ensure that applicants for employment and employees or agents are treated without discrimination based upon race, color, religion, ancestry, national origin, age, sex, or disability.
The Board reserves the right to reject any or all bids on any basis and to waive any informality in the bidding as permitted by law.No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof, except in accordance with the terms of Pa Act 4 of 1974.
